Formosa can be quite a tough place for most of things. Typhoons visit it every year. Earthquakes shake it up once in a while. Not to mention salty heat wave that rots everything.
Using tougher materials to fight head to head the force of environment seems inevitable for some people. Concrete is one of the strongest material people in these islands can only think of.
